These new requirements will be specified in subsequent delegated acts.   <\/span><\/i><\/p><p><span style=\"font-weight: 400;\">Art. 3.39 Large-Scale Recycling<\/span><\/p><p><i><span style=\"font-weight: 400;\">One of the most important issues in the new PPWR\u2014namely, the criteria for comprehensive EU-wide packaging recycling\u2014has not yet been fully resolved. However, the EU has set an overarching goal that is to be supplemented by subsequent legislative acts. <\/span><\/i><\/p><p><span style=\"font-weight: 400;\">Large-scale recycling refers to the separate collection, sorting, and recycling of packaging waste using existing facilities and best practices. This ensures that, across the European Union, at least 30% of wood packaging and 55% of packaging made from other materials are recycled annually. Packaging waste exported from the EU for recycling is also included, provided it meets certain requirements.  <\/span><\/p><p> <\/p><p><span style=\"font-weight: 400;\">Art. 3.24 Composite Packaging<\/span><\/p><p><i><span style=\"font-weight: 400;\">The exact definition of composite packaging has a significant impact on the requirements that its components must meet under the new PPWR. As a general rule, components that account for less than 5% of the packaging\u2019s total mass are exempt from certain requirements, such as plastic taxes. <\/span><\/i><\/p><p><span style=\"font-weight: 400;\">Packaging units consisting of two or more different materials that are firmly bonded together and cannot be separated by hand, thereby forming a single, uniform article. Excluded from this definition are materials that account for only a minor portion of the packaging (up to 5% of its total weight), as well as labels, lacquers, paints, inks, adhesives, and varnishes. <\/span><\/p><p><span style=\"font-weight: 400;\">Art. 3.46 Innovative Packaging<\/span><\/p><p><i><span style=\"font-weight: 400;\">Innovative packaging has become an important concept under the PPWR, as these formats are largely exempt from the same recycling requirements as conventional packaging formats. The EU has permitted this to ensure that innovation remains commonplace in Europe. <\/span><\/i><\/p><p><span style=\"font-weight: 400;\">Packaging made from new materials that significantly improve one or more of its functions\u2014such as containing, protecting, handling, or delivering products\u2014while also offering clear environmental benefits. This does not include packaging that has merely been modified from existing designs to enhance the product\u2019s image or marketing. <\/span><\/p><p><span style=\"font-weight: 400;\">Innovative packaging is largely exempt from the PPWR requirements.<\/span><\/p><p> <\/p><p><span style=\"font-weight: 400;\">3.1 Packaging \u2013 Tea and Coffee Units<\/span><\/p><p><i><span style=\"font-weight: 400;\">The definition of packaging has been clarified by the PPWR. As a result, a significantly wider range of items are now considered packaging and are therefore subject to the PPWR. This also applies to coffee capsules, which were previously exempt.  <\/span><\/i><\/p><p><span style=\"font-weight: 400;\">\u201cPackaging\u201d refers to any item\u2014regardless of material\u2014that a company uses to package, protect, handle, deliver, or present products to another company or to the end consumer. Packaging can vary in design depending on its function, material, and design. <\/span><\/p><p><span style=\"font-weight: 400;\">This includes:<\/span><\/p><p><span style=\"font-weight: 400;\">Permeable tea, coffee, or other beverage bags, or soft single-serving containers that contain tea, coffee, or other beverages and are intended to be used and discarded along with the product they contain.<\/span><\/p><p><span style=\"font-weight: 400;\">Non-permeable single-serving containers for tea, coffee, or other beverages that are intended for use in a machine and are used and disposed of along with the product.<\/span><\/p><p> <\/p><p><span style=\"font-weight: 400;\">Art. 3.50\/51 Compostable Packaging<\/span><\/p><p><i><span style=\"font-weight: 400;\">The PPWR aims to formalize waste streams for compostable materials while ensuring that they do not negatively impact the more common and effective material recycling streams.<\/span><\/i><\/p><p><span style=\"font-weight: 400;\">&#8220;Compostable packaging&#8221; refers to packaging materials that decompose (biodegrade) only under controlled industrial conditions. Additional treatments, such as physical processing or anaerobic digestion (decomposition in the absence of oxygen), may be required for complete decomposition. Ultimately, they are converted into carbon dioxide (or methane, if oxygen is absent), mineral salts, biomass, and water.  <\/span><\/p><p><span style=\"font-weight: 400;\">\u201cHome-compostable packaging\u201d refers to packaging that is biodegradable in normal, uncontrolled environments\u2014such as a home compost pile. It does this in two ways: by establishing long-term requirements for complex, reusable packaging streams in the consumer sector and by formulating immediate requirements for more linear packaging streams in the B2B sector. <\/span><\/p><p><span style=\"font-weight: 400;\">Building on the methods and basic requirements set forth in Article 10, Article 29 establishes reuse targets for the following categories of packaging:<\/span><\/p><p><span style=\"font-weight: 400;\">Consumer Packaging (B2C)<\/span><\/p><p><span style=\"font-weight: 400;\">By 2030 and (2040), distributors that place alcoholic and non-alcoholic beverages in consumer packaging on the market must ensure that at least 10% (40%) of these products are offered in reusable packaging within a reuse system.<\/span><\/p><p><span style=\"font-weight: 400;\">In addition, at least 10% (40%) of the packaging used to group a specific number of products into a storage or distribution unit must be made available within a reuse system.<\/span><\/p><p><i><span style=\"font-weight: 400;\">There is a provision stating that the end-user distributor must contribute to an appropriate extent to the achievement of the objectives through packaged products manufactured under its own brand.<\/span><\/i><\/p><p><span style=\"font-weight: 400;\">Exceptions:<\/span><\/p><p><span style=\"font-weight: 400;\">Wine and wine-based products, including similar fermented products made from fruits other than grapes<\/span><\/p><p><span style=\"font-weight: 400;\">Certain alcoholic beverages listed in style=\"font-weight: 400;\">foldable plastic boxes, crates, trays, and plastic crates,<\/span><\/p><p><span style=\"font-weight: 400;\">IBC containers, buckets, drums, and canisters of all sizes and materials,<\/span><\/p><p><span style=\"font-weight: 400;\">flexible packaging formats or palletized packaging,<\/span><\/p><p><span style=\"font-weight: 400;\">and straps to stabilize and protect products loaded onto pallets during transport<\/span><\/p><p><span style=\"font-weight: 400;\">In addition, economic operators who use packaging to transport products between their own locations or those of their affiliates or partner companies, or to other operators within the same European country, must ensure that all such packaging is reusable, with the exception of pallet packaging.<\/span><\/p><p><i><span style=\"font-weight: 400;\">An ongoing assessment will determine the specific requirements for plastic packaging through 2026.<\/span><\/i><\/p><p><span style=\"font-weight: 400;\">Exceptions:<\/span><\/p><p><span style=\"font-weight: 400;\">Packaging for the Transport of Hazardous Materials<\/span><\/p><p><span style=\"font-weight: 400;\">Packaging
